Luke Byars has over 22 years of experience working with South Carolina’s top public policy makers, corporate leaders and both state and national political campaigns.

Before joining this firm, Byars served as Senator Jim DeMint’s state director and campaign manager for over 5 years. As the Senator’s top staffer in the state, Luke helped organize local business and political leaders to help build momentum for the Senator’s political initiatives. Luke was able to develop strong working relationships with leaders throughout South Carolina’s state and local business community while specializing in communications strategy for grassroots and political campaigns.

Prior to his work in the federal government, Luke was Executive Director for the South Carolina Republican Party during the highly successful 2004 Election cycle and amassed an impressive (85%) winning percentage. Additionally, he has worked on a number of winning state legislative, gubernatorial and presidential campaigns. Selected as an Insider by National Journal Magazine, Luke offers his opinions and commentary weekly on national political news and current events.

He has also served at the top levels of South Carolina state government as Public Affairs Director for Lieutenant Governor Bob Peeler and as State Taxpayer Rights Advocate for the SC Department of Revenue. Prior to that, Luke worked at the Republican National Committee in Washington, DC as the Deputy Director of Voter Programs.

Luke was South Carolina campaign manager for the Bob Dole’s 1996 Presidential campaign and also worked at the Republican National Committee as their Deputy Director of Voter Programs in the early 1990’s. Luke has a twenty-year history working with SC reporters and editorial writers and this has helped him to wage many successful earned media campaigns.

Through it all Luke has built positive relationships and posted a proven record of creating innovative strategies to help clients achieve their public affairs objectives.

J. WARREN TOMPKINS

J. Warren Tompkins has had an enduring impact on South Carolina politics for nearly three decades. Highly regarded as a shrewd political strategist, his advice has been sought throughout the Southeast in local, state and national races.

As a political science major at the University of South Carolina, Mr. Tompkins augmented his political education by volunteering his time and budding talents to local races, working in his first campaign in a 1974 magistrate’s race. But it was his volunteer work for Strom Thurmond’s 1978 Senate campaign that made people take notice. His tireless efforts on the campaign won him a position as Senator Thurmond’s Statewide Coordinator of Special Events. Mr. Tompkins later served as a senior advisor to Senator Thurmond’s re-election campaigns in 1984, 1990 and 1996.

His effectiveness got the attention of the South Carolina School Boards Association, where Mr. Tompkins created a legislative agenda for the Association that became one of the most efficient voices for education in the state.

In 1980, Mr. Tompkins served as the Political Director for Reagan for President during the South Carolina Primary. His advice was so valued by the Reagan/Bush Campaign during the first Republican primary in South Carolina in 1980, that he was named Executive Director for the South Carolina Reagan/Bush Campaign for the general election. He later served in the same capacity for the 1984 re-election effort and as a strategist for the 1988 Bush Presidential campaign.

A seasoned political veteran by the age of 29, Mr. Tompkins was appointed Executive Director of the South Carolina Republican Party in 1981, facing a huge deficit in the party’s budget and only a small number of party faithful to help reduce that deficit. Under his leadership, the party was reorganized and fundraising took a different approach. In just 12 months, the deficit was erased and active contributors soared from less than a thousand to more than 10,000 during his tenure.

In 1984, Mr. Tompkins had his greatest impact yet on South Carolina politics. He spearheaded the South’s most successful voter registration drive as more than 100,000 voters were signed up as part of a long-range plan Mr. Tompkins developed to impact legislative elections. The result? The numbers of Republican members of the South Carolina House and Senate doubled under his direction. And it was Mr. Tompkins’ aggressive pursuit of fairness that resulted in the party’s successful 1984 lawsuit concerning South Carolina Senate reapportionment.

In 1986, Congressman Carroll Campbell turned to Mr. Tompkins to help him become South Carolina’s second Republican governor. He served as campaign manager during the election and Director for Governor Campbell’s transition committee. Governor Campbell appointed him Chief of Staff, where he was a catalyst in the administration’s successes, supervising a staff of more than 230 people and budgets totaling more than $91 million.

Mr. Tompkins was the chief architect in developing the administration’s strategy for economic development, education reform, tax cuts, environmental protection, and government restructuring. He assisted Governor Campbell in directing more than $400-million dollars in grants for local and statewide programs, which created a blueprint for balanced growth, public safety and environmental protection.

His talent for crisis management was vital in South Carolina’s recovery efforts in the aftermath of Hurricane Hugo. As chairman of the Emergency Management Review Panel, he directed a statewide effort to develop a comprehensive plan to diminish the effects of future natural disasters in South Carolina.

Since 1991, when he started private practice with J. Warren Tompkins, Inc. Public Affairs Company (which later merged to become Tompkins & Kinard, LLC), Tompkins has successfully provided government and legislative affairs guidance to public and private agencies, political organizations and candidates, corporations and individuals.

In 1992, Mr. Tompkins served as the Senior Southern Advisor for the Bush / Quayle re-election campaign overseeing eleven states in the Southeast. A few years after, in 1994, he became a strategist for Beasley for Governor and later acted as a co-chairman for Governor David Beasley’s transition committee. He served as his advisor again during Beasley’s 1998 re-election campaign.

In 1996, Mr. Tompkins worked on two federal campaigns in prodigious capacity. He served as the Senior Advisor for Senator Thurmond’s re-election campaign and as the Senior Southern Advisor for Dole for President. As the senior southern advisor, he oversaw thirteen southeastern states.

In 2000, Tompkins served as the Senior Advisor to George W. Bush’s presidential campaign and the Chief Strategist for South Carolina’s Presidential Primary. Bush’s victory in the South Carolina primary is credited to saving his bid for president and set off a series of victories solidifying his nomination. After the November 7 election, he was sent to Florida to participate in the historic Florida recount. His primary responsibility was to coordinate the Overseas Absentee Ballots in the election winning Bush the presidency. He acted as Senior Advisor and Atlantic Region Chair to the Bush / Cheney successful re-election campaign in 2004.

In 2002, Tompkins was a general consultant to Lindsey Graham in his successful bid to fill the U.S. Senate seat formerly held by Strom Thurmond from 1955 – 2003. In 2004, he was a Senior Advisor to DeMint for US Senate. He also served as the Sergeant at Arms for the 2004 GOP National Convention, a post he also previously served at the 2000 Convention.

In 2005, Mr. Tompkins began a second and separate venture, opening a political consulting firm with business partner Terry Sullivan. The creation of First Tuesday Strategies served as an avenue to separate policy from politics. Mr. Tompkins is currently partnered at First Tuesday Strategies with Luke Byars, former State Director to Senator Jim DeMint.

In 2008, Tompkins acted as a consultant to Senator Lindsey Graham’s re-election campaign and as the Senior Southern Advisor to Romney for President.

At First Tuesday Strategies, Mr. Tompkins was a consultant to US Senator Jim DeMint’s 2010 re-election campaign. He has also acted as a head consultant to various state and local level campaigns with the political consulting firm. The firm is one of the top political consulting firms in the South and has extensive experience working with earned media, social media, new media, direct mail, marketing, television production, radio production, ad buying, web video production and most notably general campaign consulting. It specializes on grassroots campaigns, political campaigns and corporate development.

Tompkins was a consultant to the Romney for President 2012 campaign.

Aside from politics, Mr. Tompkins has served on many boards throughout the state. In the past he served on the Board of Visitors to the Medical University of South Carolina and on the Board at the Governors School for Math and Science Foundation. Currently, he serves as the Vice President of the Cockaboose Railroad Corporation and is a member of the Capital City Club Board of Directors.

KATIE BAHAM GAINEY

Katie Baham, a talented and well-respected Palmetto State political operative, is an experienced campaign and corporate development professional. She first worked began working with this team during the 2006 Primaries as a paid consultant.

She previously served as one of the first women to be named Political Director at the South Carolina Republican Party. After her successes there and running a host of campaigns, Katie was named Political Director for the SC House Republican Caucus, organizing the House leadership’s statewide political operation. Baham has run both successful legislative and statewide Republican campaigns. She specializes in managing candidates through competitive primary elections.

Katie knows winning never comes easy or with short cuts or copycat campaigns. She has a hard charging work ethic and is known for energetic grassroots-driven game plans and her proven winning track record.

Drea Byars is South Carolina’s top political fundraiser representing a host of State and federal clients. Drea has worked in South Carolina for over 18 years and has built a wealth of positive relationships with the State’s top business and industry leaders.

Some of her federal clients include United States Senator Tim Scott, Jeff Duncan (SC CD3), Mick Mulvaney (SC CD5), and Trey Gowdy (SC CD 4). She has also represented a number of State Senators and Representatives as well, including Senator Larry Grooms (Chairman of Senate Transportation Committee) and Senator Hugh Leatherman (Chairman of the Finance Committee).

Past clients have included Senator Jim DeMint and Romney for President.

Drea currently fundraises for the South Carolina Republican Party.

BECKY FLEMING

Becky is a staple in South Carolina politics and a veteran of many statewide campaigns.

Becky was United States Senator Strom Thurmond’s last press secretary and has a great relationship with the State press corps.

Becky also has a wealth of experience leading grassroots campaigns in South Carolina in fact she has experience working on Presidential, Gubernatorial, Superintendent of Education and Lieutenant Governor campaigns here.

Most recently Becky was Political Director for Congressman Gresham Barrett’s campaign for Governor in 2010. Becky also has experience working in State government for the office of the South Carolina Lieutenant Governor.

In the last two years, Becky has headed the FTS efforts on grassroots campaigns such as Save SCETV, Alliance for Main Street Fairness, Master Your Card and various internet broadband / spectrum projects.

Dianne Norton has extensive lead creative and graphic design experience in both political and corporate marketing. She has been design director at First Tuesday Strategies since 2009.

She previously designed for another national political marketing and strategy firm in SC and has held design positions at the University of South Carolina as well as in Corporate Communications at Policy Management Systems Corporation.

Her designs have garnered a host of awards and recognitions on local and national levels.

TAYLOR TOMPKINS

Taylor has literally spent her life in and around State and local campaigns volunteering countless hours.

She has mastered the utilization of Facebook, Twitter, Google and WordPress applications for FTS clients. Taylor also works with building strong web profiles for FTS clients. She manages constituent relations for all FTS political and grassroots clients throughout the state, with a focus on strategic communications.

She understands the impact of online marketing and advertising, running many successful Facebook and Google ad campaigns as well as upholding the tailored needs of FTS clients. Barrett for Governor, a FTS client, was able to grow their Facebook following from 2,500 to over 9,500 in 60 days with Taylor’s help.

Taylor learned about grassroots campaigning while serving as an intern for former US Senator Strom Thurmond and as a volunteer coordinator on Senator Jim DeMint’s 2004 campaign. It was there she met the local leaders and activists who are still leading the State today.

Rob Yerger is First Tuesday’s residential list development specialist. He has been working as a consultant for FTS since 2007.

Rob has previously worked on both the 2000 and 2004 George W. Bush South Carolina campaigns. He also worked for the South Carolina Republican Party from 2001 to 2005.

Most recently Rob worked on the Romney for President South Carolina campaign in 2008.

Meghan Gasser was born and raised in Columbia, SC. She attended Cardinal Newman High School and was on the cheerleading and soccer teams. She currently attends Clemson University and is a Political Science major and Communication Studies minor. Meghan participates in students government and is a member of Kappa Delta Sorority.

Connor Mitchell was born in Winston-Salem, NC and raised in Lexington, SC. He attended Lexington High School and was a three-year letterman in baseball. He attends the University of South Carolina and is a double Political Science and Philosophy major. Connor is an active member in the USC College Republicans.

Liz Porath is from Charlotte, NC and attended the University of South Carolina. She graduated in December 2012 receiving a Bachelor of Arts in Political Science and Public Relations. She was an active member of the USC College Republicans and Gamma Phi Beta Sorority.
